Default incoming and outgoing sigs...

when someone calls another on a cell, does the singal from the person placing cthe call bounce from the tower panles to the intended receiver? cause its said that a phone is constantly scanning for the strongest signal, so how exactly does incoming signals and outgoing ones work? and where do the towers come into play a role?

Simply put, all calls are through a base station radio and out through a land line circuit....even if you are standing next to the other handset. Here is a link to a more detailed explanation:
