Sure it does. The FCC set the guidelines for which blocks of frequencies would be used by which industries (TV, Radio, HAM, Wireless, Emergency Response, etc.). The rest of the world is not answerable to the USA FCC. You can read more about the history of radio and such at places like: Tom Farley's Telecom Writing Site |

I think it had to do with the frequency already being in use. I'm not sure what was using the 1800 band but the original AMPS frequencies were originally for TV. The FCC realized that "no one" was broadcasting on UHF so the reallocated Channels 70-80 UHF to cellular (That's why my VCR won't go past 69 UHF but my Grandma's TV dial goes to 82!) I used to have a remodulator that would take my VCR signal and put it on UHF 72. But my neighbor's daughter kept interfering with my signal when she used her Mororola brick. It usually upset me until one day I overheard her getting grounded by her father...over the phone!. The sound was coming out of my TV. There's a FCC regulation that says you need to have a license in order to own equipment that can receive in the Cellular band. I think it was Radio Shack that had to modify some of the shortwave radios it sold because they picked up that band. I thought it was funny that I was "breaking the law" everytime I watched TV. (Yeah, yeah, Grandfather clause in the regulation, of course.) Doesn't matter anymore since "no one" uses an analog cell phone, right? |
