Default ATT GSM Roaming agreements

Is there any chance that ATT will sign some roaming agreements with some of the other GSM 1900 carriers? I have just upgraded to GSM, am still in the trial period, and that would make a difference whether I stay or not. (ATT is the only GSM carrier where I live) I might add the quality of calls (reception and sound) on my 8390 is so superior to my old 5160 workhorse I want to stay there. I tried Sprint and both their reception and sound quality was distinctly inferior.

I believe they have already made an agreement with Cingular where they are jointly building the GSM infrastructure in some areas of the country. More than that, I suspect they will have a reciprocal free roaming agreement with Cingular like they do now with TDMA service, since Cingular holds licenses in places like Delaware (below Wilmington) where AT&T has no presence (they roam on Cingular there), and the opposite is true in Central PA.

I believe AT&T (GSM) has some limited roaming agreemeants with Cingular Wireless but that's about it. The orange area's in the US on AT&T's GSM off network roaming area is Cingular Wireless I believe.
