Default portability on prepaid phones?

I was wondering if porting a number is available for prepaid phone accounts? The reason I ask is tht my girlfriend's sister is on a prepaid account with AT&T and their service is horrible in her area. I was thinking of a Xmas gift and wanted to give her a new phone with either Virgin or Boost Mobile or even a Verizon prepaid account.

She's a teenager and doesn't need a full account and also wants to keep her phone number since all her friends know it.

By the rules of the game a prepaid carrier must port out if requested (even a reseller). However, a carrier has no obligation to port in a number.

Many carriers have made the strategic decision not to port in a number for a prepaid account because of the cost/benifit balance. Meaning if you have a prepaid number and want to port to another prepaid account the new carrier may refuse. My carrier, for example, will not port in numbers for any prepaid accounts. If you have a prepaid number and want to port to a post paid account new carriers will comply.

So if you're wanting to port to Virigin mobile then you would check with Virgin mobile (a reseller) to see if they will port in any numbers. They may or they may not depending on their policies.
