According to this site PRL Interpretations, both. Bluegrass is preferred, though, and that's all I ever picked up when I was in Kentucky (well, other than native VZW). I got good service -- perfect call quality, and full (1X) speeds on my aircard. But, apparently if you're somewhere without Bluegrass but with Sprint, the phone'll use it.

Alltel will try Sprint, Verizon, Bluegrass then Appalachian.
It is possible to get charged roaming in Kentucky on Appalachian Wireless (SID 1290).
