Default nat. vs local ?

I have a question about AT&T coverage/plans.
I bought a phone off ebay and it came today, its not activated yet, and it shows that there is a home signal and its not roaming, meaning there is an AT&T tower at my house. My house on the coverage map for national network looks like its on the fringe of the national network coverage, so i was going to get a local plan so it would cover my whole state so i would get coverage at my house, but if my phone says its not roaming yet b4 i called and activated yet, does that mean my house will be able to pick up a tower from the national network coverage?

the plan will cover all of iowa, a chunk of southeast minn. and the northern part of ill. and yes you can get service with tdma but not the newer gsm. go to attws.com and u can find a store about 10 locations in iowa
