What does it mean to have a cell unlocked...... Is the lock in the Sim card or in the phone.... ?

I recently bought an unlocked phone - it came with no SIM card so I believe it has to do with the actual phone handset. As I understand it, unlocked means that the phone is not only able to be activated be a specific carrier. You can buy an unlocked phone and activate with Cingular, or ATT, or T-Mobile, etc... It does not have to be one of the phones that they offer with their plans. Hope this helps.
