It's up and running at the mall and the MPLS airport. You have to be right around the mall to get steady service, but I was seeing some flashes of EVDO even over off Penn by the Best Buy offices. A VZW rep also told me there are a few towers up and running in the Plymoth area around their corporate office for testing purposes.
