Wow, someone really needs to get to that location and get a picture for the rest of WA to see. It kind of looks like a giant flower. I wonder which carrier it is?

It is an interesting site. Probably one of the craziest ones I have seen. It would be nice to get a more clearer shot of it.

The first question is whether this IS a cell tower, or is it a two-way radio mast or something else. I don't see any clear indications of panels, and the video isn't zoomed in not enough to really show what's up there.
