They seems to be a lot of cell towers adding on, like a month ago this lattice tower got another carrier on it. And two monopoles are adding tiny pieces. Each time I pass the mono poles more is added. Is there something important going on like, does this have anything to do with Wi-max?

Sprint is adding WiMax in a number of markets right now so some of that could be them. But a lot of those WiMax panels will be add-ons to Nextel arrays.

Today while riding the bus, I noticed a flag cell site from far away, there was a crane next to it, lifting panels up. And the panels that are going on all these monopoles aren't big there really small, with 4 panels facing each direction.

Have you noticed any new carriers advertising in the area? I think MetroPCS and maybe even Cricket picked up licenses for Philly in the 1700 spectrum auction.

Yes by all means, try to get some pictures. T-Mobile 3G is a possibility, WiMax is another possibility, or maybe Metro or Cricket if one of those carriers is building out in your area. Get some pictures and I'm sure someone here will be able to figure it out.

I know that Sprint has already put up many of these WiMax panels all around So. Cal. But I can't say for sure if the actual WiMax equipment has been installed yet.

In order to do that I would have to get inside the equipment bunker and that's not easy to do. lol The WiMax equipment installations have to be enclosed in the shed and not outside like the Sprint CDMA equipment typically is.
