Nope. Red and white color bands indicate that the tower is so marked to warn aircraft (actually, pilots) of the tower. Most every tower at or over 200 feet above ground level (and lower heights if near airports/heliports) are marked this way.

It has nothing to do with the existance of a microwave dish on the tower.

but if the tower doesnt having blinkers on it, even if it is colored appropriately, on a night flight, it still would be hard to see, so im guessing there is a rule that the towers must also have flashers at a certain height

I can't find my post right now, but several months ago I started a thread that had detailed information on when a tower is FAA registered (And lighted or painted)

Looks like MARS stuff. When i was in Iraq in 2005-05 we had HF radios that we were going to try to hook up and talk to Mars. Most of the Mars stations are run by vounteers.
