I want to be able to turn Text Messaging completely off. I don't want to receive any TMs from anybody and I also do not want to send any. If it can be turned off what will happen when a person tries to text me (I mean what will the person see on their phone)? My phone is a Nokia 6126.

Yes it can. Call up CS or stop by a store and ask them to do it. I had it done for many years after I got a bunch of spam text messages and was charged for them. I don't think there's any mechanism for anyone else to be notified in any way that their text message to you didn't make it because your account is set up to not receive any text messages. Basically their message just goes into a black hole and you never receive anything.
