If you are willing to pay for a separate individual plan on both lines and meet any credit check/deposit requirements for the second line, I don't know of any reason why at&t wouldn't let you have more than one. I believe it is referring to the second line that comes with a Family Voice plan and then any additional lines that are added to that voice plan for only $10/month.
