Default WIFI Hot Spot Access and Cingular

I was wondering if I can use my WIFI enabled Pocket PC or SmartPhone to access Hot Spots and not default to Cingular as my voice carrier.

In theory I should be able to connect to any "open" hot spot and the only limitations being power consumption and availablity of a hot spot.

Any ideas?

The answer is positively. I have a colleague that has a Skype client for his PPC and uses it over WiFi for making voice calls while traveling internationally.
